Ganging Up on Wal-Mart?

This is interesting: apparently, the Maryland legislature is in the process of creating a law that basically forces Wal-Mart into spending a lot more on health benefits programs for employees.  The law is written in such a way that Wal-Marl is cleary the company the government and competitor lobbyists are targeting. 

Despite my misgivings about Wal-Mart's business practices, I don't think this is fair.  I also don't think the consequences will necessarily benefit the employees the legislature is allegedly trying to help.
